      This is why, she says, an initiative such as the Partnership for Prosperity (see cover story, page 40) encourages Sacramentans to ask and answer the tough questions about how to build a stronger economy. “We must grow our own companies here,” says Burrows, “with managers who decide to keep their company in a state with wonderful natural amenities and, of course, a large consumer market.”
      California has very few incentives when compared with states such as Texas, she noted, so attracting an out-of-state technology company that may seek an incentive to relocate “is nearly impossible.”
      As Oleg Kaganovich, SARTA’s chief executive officer, puts it, tech companies are looking for “vibrancy.” SARTA supports entrepreneurial programs, companies and technology investment throughout Butte, El Dorado, Nevada, Placer, Sacramento, Solano, Sutter, Yolo and Yuba counties. Its goal is to attract $500 million in investment capital to the area.
     “Because Sacramento is a newer market,” Kaganovich says, “we have to follow the Avis slogan: ‘We try harder.’ ”
     For Rhodes, trying harder is what the technology world thrives on. “When we started, we had very little money and we had to hire very talented people who were willing to take a risk,” he notes. “That’s always tough to do.”
     “I’ve always had a lot of ideas, but in the bureaucracy (at the Roseville telephone company), I didn’t like how decisions weren’t being made for productivity or efficiency reasons. They were often made upon peoples’ preconceived notions. At the individual level, you never really had much impact.”
     Now he does. At latest count, Revionics has about 60 customers nationwide.
     “It’s empowering,” says Rhodes.
