Preschool For All Initiative?

Actor, director and activist Rob Reiner has proposed an initiative for the June 2006 ballot that would provide free preschool for all of the state’s 4-year-olds. The Preschool for All Act would raise tax rates on the wealthiest Californians by 1.7 percent, generating $2.4 billion by 2010-11 when it is fully phased in.
Currently, the state’s maximum personal-income-taxrate is 9.3 percent for individuals with taxable income of more than $40,000 and for couples earning more than $80,000. (Also, under a new law, those who earn more than $1 million are taxed an additional 1 percent to fund mental health services.)
Reiner’s initiative calls for an additional 1.7 percent tax on individuals with income of more than $400,000 and on married couples earning $800,000 or more.
Supporters argue it’s the smartest investment society can make. They point to the measure’s potential long-term benefits for the state, as research indicates children who go to preschool develop better social skills and have lower dropout and crime rates later in life.
