Local Agency Shoulders Big Load
What´s a LAFCo?
With several grassroots incorporation efforts brewing in the region, and with a mandated review of new cityhood applications about to get a lot of attention, pressure is building for local-area LAFCos.
A LAFCo is a local agency formation commission; one is established in every county in the state of California. Among other responsibilities, LAFCo’s have control over boundary changes (annexations) of cities and special districts (such as SMUD), formation of new agencies, incorporation of new cities and districts (à la Citrus Heights in 1997, Elk Grove in 2000 and Rancho Cordova in 2003), consolidation or reorganization of special districts and/or cities, municipal service reviews and “spheres of influence” updates.
Groups in Rio Linda/Elverta, Fair Oaks and Arden Arcade have formed incorporation committees to look at the viability of breaking away from the County of Sacramento. Although different levels of feasibility exist in each of these fiefdoms, any new fiefdom’s fate will rely heavily on its LAFCo. Cutting the mustard with LAFCo, however, is just one piece of an expensive, drawn-out process to cityhood. And in the end, as with most things political, the final decision on incorporation rests with the voters.
