BIGGART: “We used to be the Gold Rush City, and then we became the capital, the government city. That still shades the way we think of ourselves here. Whether now we are the River City, the Innovation City or the Cool City, we need to ? gure it out. Future de-velopment will be expressions of that.”

Anchor Tenants, Microbusinesses
FRIEDMAN:
“I think in our business we need to make an attempt at an arena. When we did Arden Fair, we got Nordstrom there and then everything ?ew. To me, an arena could be the anchor tenant for the development we are talking about.”
COHEN: “I like the concept of anchor tenants but in a slightly different way. Essential to this region moving forward is publicly owned companies. My idea is make the anchor tenant a minimum of three S&P 500 companies and do what it takes to get them here. Create a microbusiness climate. The arena would then fall into place immediately.”
BIGGART: “We have a lot of people who know a great deal about energy and environmental issues. I think we could be known as a microbusiness climate that’s innovative in terms of sustainable design. Grow businesses that develop energy, fuel cells, ef? cient architectural design, or even public-space design that deals with our summer heat in very novel sorts of ways.”

Government’s Role
Around the table, including the two elected county supervisors, consensus was that a lack of government leadership hinders big thinking and implementation. But where government can maneuver to get projects done is by expanding private-sector involvement and by forming public/private partnerships.
