Performance Review
Last February, the governor issued Executive Order S-10-04, establishing the California Performance Review (CPR). Its report on restructuring and reorganizing state government to be more responsive, hit the governor’s desk in August.
Selected by the governor’s administration, the dynamic duo of Billy Hamilton and Chon Gutierrez lead a massive body of governmentals through a process new to the Golden State.
Hamilton, a former Texas deputy comptroller, managed several such reviews in the Lone Star state and beyond. Guttierez, a 30-year veteran in California state government, was one of six who created the California State Lottery in1986. He now serves as interim director of the DMV.
Volunteers numbering 275 (many of whom are state employees) examined organizational charts, reviewed volumes of data and solicited input.
